Authority's functions

Develop policies and strategic plans of Special Economic Zones and free zones.

Implement, follow up, and evaluate adopted policies and strategies.

Prepare studies, plans and programs relating to the competences of the Authority.

Oversee all special economic zones and free zones.

Make proposals for establishing special economic zones and free zones.

Organize and control investment environment.

Promote investment opportunities of Special Economic Zones and free zones inside and outside the Sultanate in coordination with the competent bodies.

Determine usufruct right of state owned lands without being bound to the provisions of Royal Decree No. 81/5 Regulating Usufruct of State Owned lands.

Implement the One Stop Shop system.

Issues all types of licenses, permits and certificates for conducting businesses.

Provide and develop the services, and establish necessary public facilities, with due consideration to the provisions of the laws and applicable systems regulating the services and facilities referred to.

Specify the economic activities and projects that can be conducted.

Approve forming companies in accordance with the laws in force for the purpose of developing and promoting, mange, develop, and improve their basic sectors.

Approve concession agreements prior to their conclusion.

Coordinate with competent bodies to ensure fulfilling the obligations arising from concession agreements.

Coordinate with competent bodies to provide security and emergency.

Determine Omanisation percentage that must be met.

Set the rules governing movement of goods and people from and to special economic zones and free zones.

Draft proposals of laws and royal decrees projects, issue regulations and decision relating to the competencies of the Authority.

Enhance and develop cooperation with other competent bodies in states, specialized regional & international organizations, and establishments.

Represent the Sultanate in conferences, events, regional & international meetings relating to the competences of the Authority.

Any other functions assigned to the Authority pursuant to royal laws and decrees.
