OPAZ strives to provide data in accordance with the Open Government Data Policy issued in June 2020:
1. Complete Data: The datasets must be as thorough as possible, and cover all relevant information on a particular subject. All necessary raw data must be published in a manner that meets the requirements for privacy and confidentiality of personal information. Metadata must also be provided to describe raw data and explain how it is collected so that users can understand the scope of available data and check the detailed data.
2. Data must be presented in its original form without any alterations or simplification.
3. Data must be made available and updated periodically according to its nature (at least once a year). Data must be published as soon as it is collected whenever possible, with priority given to time-sensitive data.
4. Data must be accessible on a permanent basis. Updated and achieved versions of data must be controlled over time. Changes to data must be clearly indicated (in accordance with the Records and Archives Law issued by Royal Decree No. 60/2007).
5. Data must be readily available for users to access and download all at once during a download session. In addition, a new feature must be integrated using an Application Programming Interface (API) so that users can request additional data.
6. Data must be provided in machine-readable file formats. Data in PDF format cannot often be read by applications. Therefore, data must be made available in XML, JSON, XLS, CSV, or other machine-readable formats.
7. Data must have an electronic signature (such as tags) or other evidence of the publication date to verify its authenticity. The electronic signature allows users to verify the data source and ensure that it remains unchanged after being published.
8. The datasets must be documented in the right formats. Clear definitions together with adequate explanations about the data's reliability and relevance must be accessible on websites.
9. Data must be accessible to everyone at any time without any user identity verification (no registration required) or providing a reason for accessing them.
10. Data must be accessible without licensing or permission.
11. Data must not be restricted and protected by rights associated with copyright, trademarks, patents, or trade secrets. It should be noted that this data will be made available to the public as part of government operations and will be freely used. The units of the State Administrative Apparatus must have open data licenses that define the terms of use, such as Open Database Licenses, Creative Commons Licenses, and World Bank’s Terms of Use.
